Victoria Heine specialises in litigation, particularly regulatory and public law litigation.
Victoria advises clients in relation to the Securities legislation, Commerce Act 1986, Fair Trading Act 1984, and Credit Contract and Consumer Finance Act 2003. This includes making submissions to regulators; appearing before regulatory inquiries; and conducting and advising in relation to appeals and litigation.
Before joining Chapman Tripp, Victoria was a partner at another Wellington law firm. She is formely a member of NZX Markets Disciplinary Tribunal and lectures in Regulation at Victoria University of Wellington. In 1996 she won a Fulbright Scholarship to study law and economics at the University of Chicago.
Recent experience
Victoria has advised:
- a financial institution on an investigation into breach of the Credit Contracts and Consumer Finance Act 2003
- Powerco in a negligence case brought by it against the Wellington City Council in relation to the incursion of high pressure water into its gas network
- MasterCard in defending the case brought against it by the Commerce Commission under the Commerce Act
- a number of financial institutions in relation to Securities Act litigation, including applications for validation of void units, and
- Powerco in relation to the Commerce Commission Inquiry into the control of gas pipeline services and the judicial review of that decision.
