Luke specialises in environment, planning, resource management and public works law.  

He has a wealth of local and international experience working for public and private sector clients on major development and infrastructure projects and complex advisory matters.  His experience spans plan changes, strategic consenting advice, due diligence, managing iwi/cultural matters, obtaining land use and subdivision consents and designations, and drafting commercial side agreements through to Public Works Act advice. He is an accomplished litigator and has appeared in many Council hearings, the Environment Court, and the High Court.

Luke is the current elected treasurer for the NZPI Auckland Branch Committee and regularly speaks at NZPI and other industry events.

Recent experience 

Luke's experience includes:

  • advising Ryman Healthcare on planning for and securing consents for several $100m+ retirement village and traditional residential developments across New Zealand
  • advising the NZ Transport Agency on major roading projects, third party advocacy and advisory matters. His experience includes being part of the country’s first legal team appointed to a planning alliance to deliver the statutory approvals for the Puhoi to Warkworth State highway roading project.  The hearing was progressed via the fast track Board of Inquiry process for projects of national significance
  • advising Transpower on the implementation of the National Policy Statement for Electricity Transmission to protect nationally significant National Grid assets and enable Transpower’s ongoing activities
  • advising a number of clients and appearing before specialist panels on the Proposed Auckland Unitary Plan and Christchurch Replacement District Plan
  • lobbying on behalf of the Retirement Village Association to improve and streamline consenting and planning processes under the Resource Management Act 1991
  • acting for agricultural sector clients on appeals to regional policy statement and plan appeals addressing soil, and water quality and quantity issues, including the country’s first collaborative freshwater plan making processes in Canterbury
  • advising on strategic issues associated with the implementation of the National Policy Statement on Freshwater Management
  • undertaking environmental and planning due diligence across a range of M&A, property and project finance transactions
  • advising on a range of land acquisition, environmental effects mitigation and iwi issues associated with Rotorua Regional Airport’s proposed trans-Tasman runway extension
  • advising several developers, while in the United Kingdom, on affordable housing agreements with community housing associations; the national port company, Associated British Ports, on several port developments; and the United Kingdom subsidiary of the HeidelbergCement Group (Hanson Cement) on European environmental regulation relating to fuels, waste products and chemicals.
