Health and Safety Bill deferred

The report back of the Health and Safety Reform Bill has been deferred due to concerns in the National Party Caucus.

This is the second time this year it has been put back.  The first, from 30 March to 29 May, was to allow more time to hear the large volume of submissions.

A key mover in the deferral was former Cabinet Minister, Judith Collins, who is now a member of the Transport and Industrial Relations Committee which is considering the Bill.

It is understood that the pressure points include:

  • whether there should be an exemption for small businesses (fewer than 20 staff) from the requirement to appoint a health and safety representative if so requested by a member of the workforce
  • concerns at farmers’ exposure to accidents by non-employees on their land, and
  • the proposed coverage of volunteer workers.

The Government’s intention is still to have the Bill passed before the end of this year.
