Ground Cover

Ground Cover is a quarterly publication tracking legislative and regulatory reform in resource management, local government, planning and construction law.

In this issue we look at:

  • the Government’s intention to fast track consenting processes under the RMA in order to speed the post-COVID-19 economic recovery
  • the select committee report back of the Resource Management Amendment Bill, including a recommendation to remove the statutory barrier against councils considering climate change issues when making rules or deciding consent applications
  • positioning by the Climate Change Commission to ensure that New Zealand makes a fast start on reducing emissions under the new legislation
  • the Parliamentary Commissioner for the Environment on the pros and cons of the Government’s mining ban, and the decision in the application by the Thames-Coromandel District Council to strike out a judicial review challenging the Council’s failure to declare a climate change emergency.
